No, it does not appear that what River gave him equated to lives, as he runs out afterward; his current set of lives was gifted to him by the Time Lords on Trenzalore. It seems likely that becoming a woman was a semiconscious choice prompted by his relationships with Clara, Bill and especially Missy.
